Registering and deregistering European passport

If a Dutch crypto-asset service provider (CASP) wants to offer cross-border services in one or more EU member states, a European passport is required. This requires a notification pursuant to Article 65 of MiCAR.

Applying for a European passport

If you wish to provide cross-border services within the European Union, you must provide the AFM with the information referred to in Article 65(1) of the MiCAR by completing the form 'MiCAR template for cross-border notifications'. You can send the completed form to the following email address: casp.notifications.micar@afm.nl.

We do not charge any costs for the outgoing notification of a European passport. Within ten working days of receipt of the notification, we will inform the regulatory authority of the member state (or member states) where the CASP intends to provide cross-border services. We shall inform ESMA and EBA within the 10 working days. In addition, the AFM will inform you when the notification has been made to the other member state (or member states), ESMA, and EBA.

You can start providing crypto-asset services in a member state other than the one from which the AFM had granted you a CASP-authorisation or CASP-notification, from the date of receipt of the above-mentioned notification, or no later than 15 calendar days after the submission of the correct information to us.

Deregistration of European passport

If a CASP no longer uses a European passport, this must be reported to the AFM via casp.notifications.micar@afm.nl. We then inform the relevant supervisor(s), ESMA, and EBA. We don't charge any costs for this.

The changes will be included in the register maintained by ESMA.
